Scottish cladding regulation and what it means for sale
The Single Building Assessment (SBA) is Scotland's answer to English cladding remediation. Buildings above 11m with aluminium composite material (ACM), high-pressure laminate (HPL), or similar combustible cladding are being assessed by Scottish Government-approved engineers. The process started in 2021 and will run for years.
EWS1 forms (the English equivalent) are sometimes still requested by Scottish lenders for buildings under the SBA threshold or not yet assessed. Most flat owners can't obtain one because assessors are booked out 12+ months.
Waking watch: 24/7 human fire marshalling required in buildings where compartmentation is breached by combustible cladding. Costs are split per flat and commonly run £50–£300/flat/month. The Scottish Government has partly subsidised waking watch but not fully.
Remediation cost: the Developer Remediation Contract commits major housebuilders to pay for fixing their own buildings, but many buildings fall outside scope (converted developments, small builders, pre-2010 construction). Cost-share can then fall on owners.
